About
Jane Flournoy, Ph. D. is a Clinical Director of the Department of Human Services and Counseling at Metropolitan State University of Denver. She also teaches classes in the Master of Science, Clinical Behavioral Health: Addictions Emphasis program. Her expertise includes behavioral health (mental health and substance abuse), diversity, equity, and inclusion, adolescent behavioral health, marriage and family therapy, behavioral health and regulatory oversight, and community services regulatory oversight.
With over 23 years in the behavioral health and human services fields, Dr. Flournoy has held leadership roles across various sectors. She previously served as Director of Inpatient Behavioral Health at UCHealth Anschutz and as Team Lead/Program Manager for 2-Gen Initiatives and Adolescent Behavioral Health at the Colorado Office of Behavioral Health, where she was Colorado’s Senior State Authority in Culturally Informed and Inclusive Services. Her experience includes roles in the Colorado Division of Youth Services, child protective services, community corrections, and residential treatment settings.
Appointed by Governor Hickenlooper, Dr. Flournoy served for seven years on Colorado’s Juvenile Justice Delinquency Prevention Council as a subject matter expert in adolescent behavioral health and culturally responsive services. She has led statewide efforts to advance behavioral health equity through policy development, training, and DEI initiatives, collaborating nationally with SAMHSA and Georgetown’s National Center for Cultural Competence.
She most recently managed the Behavioral Health, Assisted Living Residences, and Community Services Section in the Health Facilities and Emergency Medical Services Division at the Colorado Department of Public Health and Environment.
She holds multiple licenses and is a Licensed Marriage and Family Therapist, a Licensed Professional Counselor, and a Licensed Addictions Counselor.
Dr. Flournoy has a Ph.D. in Counselor Education and Supervision, a Master of Arts in Community Counseling: Marriage and Family Therapy, and a Bachelor of Science in Psychology.
