About
Andy Proctor, MPA, is the FHLBank Topeka Affordable Housing Institute director as well as a lecturer in the Department of Finance at Metropolitan State University of Denver. He has comprehensive experience in affordable housing include policy, finance, development, preservation, asset management, land use and project management. Proctor currently teaches Intro to Affordable Housing as well as Intro to Real Estate. In addition, he teaches a non-credit curriculum for industry professionals titled Housing Finance for Public Agencies.
With more than 27 years of broad professional experience, Proctor has held leadership roles with the City of Boulder and State of Colorado Division of Housing. Additionally, Proctor is a principal with Proctor Housing, LLC advising clients in how to solve affordable housing business challenges.
Proctor earned his Master of Public Administration from the University of Colorado – Denver and a Bachelor of Science degree in Geography with a concentration in urban planning from San Jose State University.
